Project supporters hope to put crimp in North Dakota meth production

With Williams County, North Dakota again leading the state in volume of meth lab arrests, North Dakota officials remain eager to launch a pilot project here, requiring anhydrous nursing and bulk tanks be locked.

According to Liz Brocker, spokeswoman for Bureau of Criminal Investigation, just under 300 labs were confiscated this past year.

Of the 295 labs, 69 were located in Williams County, North Dakota, compared to 56 in 2002. Eighteen labs were confiscated in McKenzie County, North Dakota, compared to five the previous year.

Burke County, North Dakota had four labs in 2003, and two in 2002. Mountrail County's lab arrests jumped from one in 2002 to four in 2003, Divide County arrests showed two arrests, equal to the previous year, and Stark County, North Dakota labs rose from two to seven in the past year.

Insurance Commissioner Jim Poolman said lawyers are drafting the final wording for a pilot project to be implemented this spring in Williams County, North Dakota. It requires locks and other protective devices on nurse and bulk anhydrous ammonia tanks. The project could involve cameras being placed at some of the sites and high-tech computer equipment to document attempted thefts.

He said funding is being sought through the Homeland Security Act to pay for the equipment.

"We hope to implement it by March or early April," said Poolman. "In March, we'll take more public comments.

"Anyone who has tried locks, has seen them as a deterrent," he commented. "We'll do what we need to do to solve the problem ... It will be implemented before the growing season."

Poolman said officials should be able to gauge the pilot project's level of effectiveness within six months. "With 100 percent compliance, we should see an impact."

The high number of arrests in this region poses the question of whether we are catching violators or is the problem just prevalent here.

"Both ...We have an aggressive task force," said Williams County, North Dakota Sheriff Scott Busching. "We've had great cooperation between the law enforcement agencies and great cooperation from the public."

Still, with our isolation to major supplies, a majority of the meth used here is made here, he said.

Busching credits a retailer participation project that limits the amount of certain materials sold as a deterrent. It has been in use in Williams County, North Dakota for three years, and was activated statewide about 18 months ago.

Busching said the prison population has risen dramatically because of meth in recent years, and it is coming out local tax payers' pockets.

The drug problem results in numerous residual criminal problems such as theft, domestic abuse and child neglect within the county, he added. "It costs the taxpayers to transport them to and from the medical treatment, and state medical facilities," he said.

"We're going to keep going after them," he said.

In 2002, there were 275 meth lab busts statewide; 89 in 2001; and 46 in 2000.
